    The Turnaround Planner is responsible for working with Operations and Technical departments to gather, review and plan turnaround scope. Creating job plans and documenting the necessary details (labor, material, equipment, tools, tasks vendor support and special instructions) to complete the necessary scope items. During active Turnarounds the TA Planner will supervise direct and indirect employees and contractors. Overall responsibilities include safe, efficient, environmentally responsible, and cost effective execution of assigned shutdowns and turnarounds with budget and schedule accountability for the same.

    Responsibilities May Include:

    • Construct detailed work plans from approved and prioritized list of turnaround work list.

    • Review necessary job details in the field then construct a detailed work plan that includes the necessary steps to perform the job.

    • Identify the craft and labor hours to complete each task.

    • Develop and optimize job plans and acquire feedback to enable the increased productivity of the planning function and improve work efficiency in the field.

    • Lead meeting/discussions with turnaround maintenance, operations, engineering, inspection and contractors setting daily work priorities, safety expectations and gathering productivity updates.

    • Prepare for and/or participate in Turnaround Steering Committee meetings as required.

    • Manage and communicate turnaround planning progress on a weekly basis.

    • Facilitate and maintain compliance with all Turnaround Milestones.

    • Coordinate with Capital Projects group to integrate capital scope into the turnaround work plan.

    • Create turnaround bid packages and participate in contracting strategy & award process.

    • Coordinate and facilitate inspection requirements to ensure all necessary inspection scope is executed.

    • Ensure turnaround addendum process is followed for all scope additions.

    • Conduct post-turnaround critiques, contractor and personnel evaluations and incorporate findings in future turnaround plans.

    • Provide daily updates on all work under your supervision - accurately communicate end of shift status.

    • Arrange overtime & off-hour coverage for employees and contractors as required.

    • Review ECM and SAP invoices and timesheets.

    • Implement and utilize IPS turnaround planning & cost software.

    • Participate in event readiness reviews including closure of all identified gaps.

    • Coordinate the development of overall P6 schedule for all TA events with Lead Scheduler - Assist with schedule logic.

    • Integrate capital scope into master TA schedule.

    • Engage operations and include detailed start-up and shut-down activities in master schedule.

    • Utilize corporate WBS structure for all TA's.

    • Conduct productivity audits of breaks and quitting times for employees and contractors.

    • Work with others at peer level to ensure quick and efficient resolution to productivity issues.

    • Elevate issues to TA Manager promptly when required.

    • Identify and resolve barriers to craft productivity that cause lost time.

    Required Qualifications:

    • Legally authorized to work in the job posting country.

    • High school diploma or GED equivalent.

    • Maintain a valid driver's license.

    • 5 or more years in Oil & Gas/Petrochemical industry with highlights in planning or project management.

    • Skilled in Planning, Management and Cost Control.

    • Direct experience with SAP (PS Modules), and planning software.

    • Proficient with Microsoft Office Suite.

    • Willing and able to obtain a Transportation Worker Identification Card (TWIC)

    • Must be willing and able, with or without reasonable accommodation, to comply with the following:

    • Travel up to 5% of the time.

    • Be on call 24/7/365.

    • Work extended hours, which may include evenings, weekends, and holidays.

    • Transport articles up to 50 pounds.

    • Work safely near large, hot, high-speed machines.

    • Climb ladders and stairs up to 200 feet in height.

    • Work around chemicals, including acids and bases.

    • Work around hydrocarbons under high pressure and heat.

    • Work outside in harsh weather conditions.

    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection).

    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

    Preferred Qualifications:

    • 10 or more years in Oil & Gas/Petrochemical industry with highlights in planning or project management.

    • Direct knowledge of IPS TA planning & cost software.

    • Strong communication skills and able to work with individuals with varying backgrounds.

    • Familiarity with Primavera P6.

    • Familiarity with refinery turnaround processes, procedures and terminology.

    • Direct experience leading a team.

    The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayway's facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent deasphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery processes mainly light and medium, low-sulfur crude oil. Foreign crude oil is supplied to the refinery by tanker, and domestic crude oil is supplied through a combination of rail and marine transportation. Within the refinery, Phillips 66 Partners has a rail receiving facility with 75,000 BPD of offloading capacity. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined products are distributed to East Coast customers by pipeline, barge, rail car and truck.
