ILLUSTRATIVE DUTIES Assists the Safety/Regulatory Manager in coordinating the implementation of Federal, State and Local occupational safety standards and environmental regulations for all Polk County BoCC divisions and Constitutional offices. Assists with conducting risk management assessments, environmental health and safety audits and job safety hazard analysis. Conducts safety surveys at workplaces and job sites to evaluate and report any potential environmental health and safety conditions that are identified. Prepares formal reports detailing any noted environmental health and safety deficiencies and provides recommended administrative and engineering controls in accordance with OSHA, EPA, DOT, FDEP, and the Polk County Employee Handbook to supervisors and County management.
Inspects County vehicles, equipment, machinery, construction sites and buildings for unsafe conditions and mechanical defects and verifies proper use of required safety practices and PPE. Collects and prepares work concerning workers compensation injuries and County property losses. Conducts preliminary investigations of workers compensation injuries that require medical treatment. Assists the Safety/Regulatory Manager in coordinating liaison efforts with other County Divisions as well as State and Federal agencies concerning compliance with applicable safety and environmental requirements. Conducts defensive driving and safety education training programs to ensure compliance with State and Federal requirements. Assists with preparing supervisors to train employees in regards to safety and environmental issues.
Reviews County vehicle crash reports, property loss reports and workers compensation reports. Assists with the preparation and presentation of periodic trend analysis. Identifies hazardous conditions and makes appropriate recommendations for corrective action. Attends County employee accident/vehicle crash review committee meetings and makes recommendations to supervisors and employees in accordance with County handbook policy. Attends safety, environmental and emergency management meetings with other County Divisions, as well as, Federal and State agencies to keep abreast of developing Environmental Health & Safety regulations or areas of concern.
Must be able to respond from home to any location in Polk County within two (2) hours. Must be able to operate a County vehicle, notebook computer, digital camera, cell phone and pager and answer all after hours calls and pages from the Communication Center that pertain to an accident or injury involving County employees or property. Responds to all County vehicle crashes, property damage that may have an impact on the County, and all other incidents that may be determined by the Safety Manager. Monitors selected requirements of the Risk Management Plan authored by the Environmental Protection Agency. Keeps the Safety/Regulatory Manager informed of all Environmental Health & Safety related activities throughout the County. Performs additional job related duties as may be determined by the Safety/Regulatory Manager.
Requirements:
QUALIFICATIONS INCLUDE:
- Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of two (2) years of direct experience in OSHA safety Standards and/or EPA/FDEP Regulations.
- Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
- A comparable amount of related training and experience may be substituted for the minimum qualifications, at the discretion of the Risk Management Division Director.
- Ability to detect hazardous working conditions and situations.
- Must have the ability to research, investigate, detect, inspect, verify, recognize and recommend workable solutions in accordance with applicable Federal, State, and local Environmental Health and Safety requirements.
- Must be able to maintain confidentiality with respect to sensitive information.
- Must have the ability to take remedial corrective action, independently for comprehensive safety and risk management problems.
- Must have the ability to think and react calmly and responsibly to emergency situations.
- Must be able to work independently & as a team and use appropriate judgment when formulating recommendations.
- Must be able to maintain a clear line of communication with management and be able to account for all time and County materials used while performing tasks with minimum supervision, e.g. use of County vehicle, cell phone, and time sheets.
- Must be able to maintain a courteous and professional relationship with management, employees, government officials, and the public.
- Must have the ability to perform simple mathematical tasks. Must demonstrate good English language skills.
- Must have the ability to write and take clear and concise notes.
- Must demonstrate written, grammatical and punctuation skills.
- Must be able to prepare statistical reports, letters, memoranda and training materials.
- Ability to concentrate on detailed and sequential work tasks is required.
- Ability to perform keyboarding activities.
- This position may also require Respirator certification and additional specialized PPE as may be determined by the Safety/Regulatory Manager.
SPECIAL REQUIREMENTS
Must reside in Polk County. Must have home telephone within thirty (30) days of employment as employee is subject to call in emergencies. Must be able to successfully complete the Defensive Driving Instructor's Course within one (1) year of employment.
SPECIAL PREFERENCES
- Graduate of an accredited four year college or university with a related degree in Safety and/or Environmental compliance and have a working knowledge of:
o OSHA General Industry and Construction Industry Standards
o EPA and Florida Department of Environmental Protection (FDEP) Regulations
o Department of Transportation (DOT) Regulations
o Emergency Response and Preparedness Requirements and the Incident Command (IC) system
o Accident investigation techniques
o Workers' Compensation
- Accreditation as a Certified Safety Professional (CSP)
- Proficiency in Windows, Internet Explorer, Adobe Acrobat, Microsoft Office Suite, CS STARS and other relative software applications
- No moving violations or preventable crashes during the past five (5) years.
- Ability to type at least 25 CWPM with no more than 10 errors
