It has also been a leader in the development of health information technology, including the dissemination of electronic health records and health information exchanges. The Massachusetts eHealth Institute (MeHI), a non-divisible component of the Massachusetts Technology Collaborative (MTC), has been established as a state-wide entity for coordinating and disseminating electronic health records (EHR) in provider settings networked through a health information exchange (HIE). The Governor has designated MeHI to be the applicable State agency to receive federal funding related to the Health Information Exchange. MeHI was awarded nearly $14M to support the expanded use of electronic health records among organizations according to nationally recognized standards through the development and implementation of a statewide Health Information Exchange (HIE). In addition, in January 2011, MeHI was selected for approximately $3.4M in additional federal funding under the HIE Challenge Program.
The Massachusetts eHealth Institute has an exciting new opportunity for a Project Manager. The Project Manager will be a part of a HIE program management team that will manage HIE projects including the two new major initiatives that are covered by new funding. These projects are ?Improving Massachusetts Post-Acute Care Transfers (IMPACT),? which has the goal of connecting post?acute providers to hospitals and physician offices, and ?Massachusetts Department of Public Health Net (MDPHNet),? a population-based surveillance network targeting a broad array of health indicators across multiple providers and delivery systems. The Project Manager will be responsible for developing work plans, timelines, and specific work tasks for these and other HIE projects. The Project Manager will work under the direction of the Director of the Health Information Exchange, and will work closely with other MeHI and MTC staff and consultants.
RESPONSIBILITIES:
A successful candidate will perform the following responsibilities:
1. Under the direction of the Director of the Health Information Exchange, manage specific aspects of MeHI?s work on the IMPACT and MDPHNet projects. Ensure that those activities are carried out on time and on budget, and that the project deliverables are of high quality. 2. Provide HIE technical expertise to assist in the planning and implementation of HIE services and components. 3. Supervise selected consultants, contractors, and sub-grantees working on the IMPACT and MDPHNet projects. 4. Maintain regular communication and close coordination among players involved with the HIE, IMPACT and MDPHNet projects. 5. Help identify and implement the most appropriate project management processes and systems for the IMPACT and MDPHNet projects, as well as for other similar MeHI HIE activities. 6. Serve as an internal project management resource and technical expert for other MeHI staff. 7. Prepare updates and project approval documents for MTC management and the Boards of the MeHI and MTC. 8. Provide information on the HIE, IMPACT and MDPHNet projects to a wide range of stakeholders. 9. Prepare written and presentation material for the MeHI Director and/or Director of the Health Information Exchange as needed. Qualifications: Our candidate of choice will have a Bachelors degree from an accredited college or university in business or public administration, information technology, health care, or related field; an advanced degree is highly desirable. You will have more than five years of progressive work experience and a proven track record in the implementation and management of information technology projects. To qualify, you should have strong project management skills and excellent technical IT skills?HIE experience is a significant advantage.
You should have a strong familiarity with the Commonwealth of Massachusetts healthcare environment. Your ability to listen to stakeholders, understand complex issues, recognize decision points, and design and deliver creative solutions while partnering with a wide variety of constituencies across industries and political lines will be critical to your success. You will need strong interpersonal skills, as well as strong verbal and written communication and presentation skills. Your demonstrated experience in managing multiple projects, initiatives, and/or grant programs effectively while facilitating group success will be critical to the project manager role. Your computer proficiency and knowledge of interpreting financial information will be essential to accomplish your day-to-day tasks successfully.
