Identify potential revisions to existing business practices and propose new operational policy, procedures and protocols based on business need and to increase efficiency.
Manage and plan for the implementation of approved DHS projects. Develop operational implementation plans, including evaluating possible statutory and regulatory challenges. Identify project goals, objectives and deliverables. Work with DHS managers and supervisors to coordinate programmatic planning, project implementation and required policy revisions.
Drive project activities by regularly scheduling and participating in project team meetings: draft agendas, generate minutes, assign action items and responsibilities, set timelines, monitor and report on progress, evaluate obstacles and retool plans accordingly. Ensure adequate participation by business users assigned to project teams. Ensure appropriate prioritization of simultaneous projects.
Draft policy, reports and supporting memoranda to effectively communicate with staff and collaborate with interdivision, interagency, and outside partners with project involvement.
Provide project deliverables for review and evaluation by Senior Management. Track, review and report on benchmark measures and project outcomes.
Draft proposals for available project funding as needed.

Qualifications: MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, or public administration and (B) of which at least three years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions: I. A Master's or higher degree with a major in business administration, management, public administration, industrial engineering, industrial psychology, or hospital administration may be substituted for a maximum of one year of the required (A) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENTS: None. Preferred Qualifications: Experience in high profile project implementations and program management.
Ability to manage and direct project activities.
Experience in managing all aspects of work associated with a project, including the details and organization of very complex projects.
Ability to manage numerous projects simultaneously to successful completion.
Ability to set priorities and identify and implement strategies to solve problems.
Strong written and oral communication skills.
Ability to analyze and report outcome data accurately.
Ability to mediate conflict, mesh competing interests, and work under time constraints.
Effective interpersonal advocacy and team building skills; ability to work independently and collaboratively.
Familiarity with the Massachusetts Emergency Assistance (EA) program.
Proficiency in Microsoft Office Suite.
At least five years of full-time or equivalent part-time professional, administrative, supervisory or management experience.
Comments: The primary responsibility of the Program Operations & Implementation Manager (?Manager?) is the implementation of key initiatives within the Division of Housing Stabilization (DHS). The Manager will elicit staff involvement as needed, create protocol and procedural documents, and disseminate information to ensure the actualization of initiatives. Additionally, the Manager will develop reports, benchmarks and goals to appropriately monitor project progress and outcomes. The Manager oversees the development of business process flow documents and syncs business needs with technical solutions. The Manager also acts as a liaison between DHS and agency support units on various personnel and operational issues. The Manager facilitates communication within DHS, the agency and with interagency and external partners.
