The manager will guide team members in all study, design, procurement, and contract issues, ensure projects assigned to staff meet target dates, and evaluate staff performance.
This position will take a lead role in implementing the Accelerated Energy Program (AEP) as described below.
The primary responsibilities of the Energy Program Manager are: 1. To oversee the development and the implementation of the AEP; 2. To accelerate the delivery of the energy projects from 5 years to 3 years; 3. To develop scope of work to hire technical consultants to analyze energy and water efficiency improvements.; 4. To manage various consultants. 5. To manage staff; and 6. To support the management council and committees
Towards the development and the implementation of the AEP the Energy Program Manager will: develop implementation strategy and ensure successful implementation of the AEP; identify ways to continuously improve the processes and the AEP; help to facilitate installation, product technology demonstrations, training and other outreach programs focused on maintenance staff; act as the primary contact within the agency and outside of the agency for the AEP; help ensure that efforts are coordinated statewide and that agencies are implementing best practices; as part of a team identify the most valuable strategies and actions for outreach of the AEP; help analyze data, rank facilities and prioritize the procurement of Energy conservation Measures based on energy savings potential; work collaboratively to determine the most cost-effective way to implement the projects;
Qualifications: MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in business administration, business management, or public administration and (B) of which at least one year must have been in a managerial capacity.
SPECIAL REQUIREMENTS: None. Preferred Qualifications: 6-10 years experience in managing complex energy/water efficiency projects, as well as project management training. 2-4 Years experience managing staff. Experience in developing alternative funding sources. Bachelor?s degree in urban planning, architecture, political science, mechanical, electrical, or energy engineering or energy/environmental policy or management. Master?s degree in urban planning, energy/environmental policy, architecture, mechanical or electrical engineering, management, or public administration. Experience implementing energy/water performance contracting projects. Familiarity with utility markets and Demand-Side Management programs. Experience with energy measurement and verification and/or commissioning. Strong experience with renewable energy and utility programs.
Certifications: Leadership in Energy and Environmental Design (LEED), Accredited Professional, American Institute of Certified Planners (AICP), American Institute of Architects (AIA), Certified Construction Manager (CCM), Certified Energy Manager (CEM), Building Operator Certification and/or PE License. Comments: Extensive experience in energy conservation project control and management. Thorough knowledge of energy/water conservation, sustainable design and renewable energy principles and practices. Ability to plan, organize, direct and oversee work of considerable complexity and diversity. Ability to apply technical and management techniques to solve complex problems. Ability to successfully promote energy and water conservation measures to project decision makers. Ability to manage people effectively. Ability to develop and maintain highly effective working relationships. Ability to develop external funding sources for energy saving measures. Ability to plan, organize and control the use of staff, consultants, equipment and budgetary resources. Ability to develop/modify policies and procedures to increase production. Extensive knowledge of the public construction process. Experience using MS Access, Word, and Excel, and familiarity with Primavera or Microsoft Project software programs. Understanding of LEAN processes and uses. Experience with energy databases.
