JOB DESCRIPTION:
This is a contract employee position to work in support of the Department of Interior Office Vancouver, WA. The period of performance is mid-April through September 30, 2010. The job is to support (BIA) in their efforts to administer American Reinvestment and Recovery Act (ARRA) funds to tribal agencies, maintaining the fiscal integrity and transparency of Federal assistance contracts funded in 2009 under the ARRA. The incumbent will assist senior DOI officials to assure compliance with program, fiscal, reporting, and audit requirements of ARRA. Typical responsibilities will include:
- Preparing, reviewing, and amending ARRA funding agreements and project scope-of- work documents. - Assist in developing and providing policy, program and management guidance to DOI negotiators and financial managers for implementation of ARRA program requirements. - Provide guidance to departmental bureaus, program officers, and regional office staff to clarify ARRA program guidelines and procedures, project financial and statistical reporting requirements, and monitoring schedules for project payments and closeout. - Monitor quarterly reports for completeness, timeliness, accuracy and compliance OMBs ARRA reporting guidelines and requirements. - Review and consolidate information from project status, financial, and statistical reports submitted through regional program offices and prepared summary reports on accomplishments and impacts.
Requirements:
JOB REQUIREMENTS
- Minimum two (2) years of public policy administration or research and/or project management experience working in a case management setting. - Successful completion of either Graduate School or Law School.1 - Ability to train Tribal recipients in major duties and responsibilities. -Ideally have government grants experience.
NOTE: In lieu of a graduate or law degree a combination of all of the following will be accepted: - Three years knowledge and experience in federal appropriations laws and regulations, budget execution, and fund control requirements and procedures; - Knowledge and experience in federal assistance programs for grant and contract awarding procedures; - Knowledge of large-scale accounting systems; - Ability to design statistical reports; - Demonstrated knowledge and experience with project and financial management processes.
