COMPANY: The State of New Hampshire, Department of Administrative Services is the central service agency for the executive branch of NH State government. It is responsible for maintaining 60 buildings and has 305 full time and 115 part time employees. The Manager Employee Relations is part of the Department of Administrative Services, Division of Personnel and is responsible for the administration of eight master collective bargaining agreements and 30 sub-unit agreements, covering the terms and conditions of employment for 11,000 represented state employees. By law, the person in this position provides professional assistance and consultation to the Governor of the State of New Hampshire in the conduct of negotiations with representatives of classified employees.
POSITION: Manager Employee Relations reports to the Director of Personnel
The Ideal Candidate: The ideal candidate will be required to have sat in the #1 seat representing management in direct union negotiations with a major National Union. He/she will be a creative, orga-nized, analytical, resourceful relationship builder with strong negotiating skills and the ability to be objective. He/she will be patient, insightful, knowledgeable, and credible and have the ability to deal with adversity and diversity. The ability to roll up your sleeves, and hit the road running and multi-task will be essential in this role. Excellent communi-cation skills are critical since this role represents all state employees covered under col-lective bargaining agreements, interacts with all Unions, represents the Governor and in-teracts with all levels of State government, requires testifying at hearings and speaking in the public arena. The person in this position will require extensive knowledge and demonstrated experience in labor relations and contract negotiations. The ideal candidate will have experience nego-tiating labor contracts representing management or labor, with demonstrated skill in drafting and costing collective bargaining contract provisions. Candidates must have ex-perience in grievance resolution and ability to problem-solve through labor management activities. Ten years of experience in a combination of management, labor relations, hu-man resources, benefits administration, compensation or labor relations law. BS Degree required in Management, Economics, Public Administration or Labor Law or a related field.

RESPONSIBILITIES INCLUDE:
Scope of Work: This is a leadership position within New Hampshire state government, serving as a key member of the State Negotiation?s Committee. The person in this posi-tion is responsible for the administration of eight master collective bargaining agreements and 30 sub-unit agreements, covering the terms and conditions of employment for 11,000 represented state employees. ? By law, the person in this position provides professional assistance and consulta-tion to the Governor of the State of New Hampshire in the conduct of negotiations with representatives of classified employees. ? Specific to labor relations, this position is also responsible for representing the state in grievance actions related to collective bargaining agreements. ? In addition, this position is responsible for working with the Department of Ad-ministrative Services Risk Management Unit on the administration of employee benefit programs as well as conducting studies of alternative financing methods and benefit offerings.
Experience: The person in this position will require extensive knowledge and demon-strated experience in labor relations and contract negotiations. ? The ideal candidate will have experience negotiating labor contracts representing management or labor ? Demonstrated skill in drafting and costing collective bargaining contract provi-sions. ? Experience in grievance resolution and ability to problem-solve through labor management activities. ?
