IT Project Manager
Northrop Grumman Technical Services sector is seeking an experienced IT Project Manager to join our team of qualified, diverse individuals. This position will be located in/around Alexandria, VA. The qualified applicant will become part of Northrop Grumman's team supporting the Defense Manpower Data Center (DMDC).
The Project Manager will be responsible for supporting software development projects by gaining a detailed understanding of the systems under developed and the technologies in use, developing high-level project and product roadmaps as well as detailed project plans. A strong background in scope, time and quality management is essential as are strong communication and negotiation skills. There may also be a need to provide detailed system functionality and user requirements through the development of use cases, workflows, data requirements and other supporting software documentation. The successful candidate will have complete understanding of software development principles, concepts and techniques. A Bachelors Degree in Computer Science or other technical disciplines is preferred. Previous experience developing and managing projects within the DoD is essential and experience with Global Force Management initiatives within the DoD is preferred.
Candidate duties will consist of, but are not limited to:
Project Plan development.
Risk identification and mitigation.
Identification and extraction of business requirements.
Publication of high-quality business requirements and functional specifications.
The encumbent will act as the liaison between various stakeholders, customers and technical teams, assist with the definition of strategic direction of various DMDC product and serve as business requirements Subject Matter Expert (SME) and POC for one or more highly visible projects within the DoD.
Basic Qualifications: • Familiarity with government environments and standards is desired
• Outstanding verbal and written skills are essential
• Strong use case analysis skills
• Seven or more (7 ) years of IT-related experience
• Demonstrated track record of successful project delivery
• Excellent conceptual, problem solving, and analytical skills
• Experience with the Microsoft product suite, including Word, Excel, Project, and Visio
• Ability to work with developers and QA to answer questions and enhance the requirements when needed
• Demonstrated competency in interviewing program stakeholders and documenting Functional Specifications
• Familiarity with different software development methodologies
• Strong knowledge of best practices for developing documentation, including but not limited to the Unified Modeling Language (UML)
• Experience capturing, verifying and managing requirements and requirement traceability in support of product development, test and delivery
Preferred Qualifications: • Experience with RDBMS, including Oracle and/or SQL Server is desired
• Independent self-starter who can multi-task across projects and effectively organize under tight deadlines is desired
• Ability to analyze existing development lifecycle processes / procedures to identify possible refinements & enhancements a plus
• Software application development experience a plus, including familiarity with the various phases of the software development lifecycle
