Executive Director Redevelopment AuthorityOVERALL OBJECTIVE OF JOB To serve as the chief executive officer, supervising all of the employees and directing and leading all of the activities and initiatives undertaken by the Redevelopment Authority of the County of Greene, Pennsylvania.
ESSENTIAL FUNCTIONS OF JOB 1. Responsible for planning, recommending, and implementing policies and initiatives to be undertaken by the Redevelopment Authority 2. Develops timetables and schedules for assigned department projects. Schedules meetings, delegates and organizes tasks to ensure compliance with stated project outcomes. 3. Gathers, updates, researches and interprets statistical data to be used for Redevelopment Authority initiatives throughout Greene County. Prepares and submits to Board Executive summaries of such data on regular basis or as needed in assigned projects. 4. Responsible for all contractual requirements of the Authority with local, state, and federal funding agencies 5. Provides supervision to all full- and part-time employees of the Redevelopment Authority 6. Responsible for financial oversight of the Authority’s budget, maintaining control of expenditures within budget limitations 7. Coordinates the identification and preparation of funding applications to support Redevelopment Authority initiatives 8. Identifies and recruits businesses and companies for development and for potential expansion and location in Greene County. Assists entities in securing land, financing, Infrastructure etc. 9. Provides technical assistance, guidance, and support to the County and municipalities regarding community development and affordable housing initiatives 10. Responsible for recommending new programs and initiatives in order to compliment the policies of the Redevelopment Authority 11. Responsible for formally representing the Redevelopment Authority with local, state, and federal agencies and organizations and the general public 12. Works closely with developers, consultants, individuals, staff, elected officials, community groups, and other agencies on development activities 13. Facilitates public and community meetings related to Authority-administered initiatives 14. Keeps knowledgeable of local, state, regional and national trends in development, taxing and financing products, improved site development, local and area technical sources such as universities, colleges, authorities, vocational and technical institutions and any and all other sources and aid to create more accurate and complete understanding of how future trend will impact county government. 15. Works with existing businesses and agencies for economic development expansion, problem solving, counseling and other services pertinent to the expansion of the said existing business and industry related to assigned department projects.
OTHER DUTIES OF JOB 1. Attends meetings or training sessions as necessary. 2. Assists other staff as needed, and assists in training of new staff. 3. Performs other job-related duties as required.
Requirements:
QUALIFICATIONS A. EDUCATION/TRAINING Bachelors degree from an accredited college or university with a degree in Planning and Development, Business Administration, Public Administration or related field, plus knowledge and skills in personal computers and math. B. WORK EXPERIENCE 1. Minimum of ten (10) years professional experience working in the community development field; 2. Minimum of five (5) years professional experience working in top-level management positions; 3. Must be a resident of Greene County, Pennsylvania, or willing to become a resident within one (1) year.
KNOWLEDGE, SKILLS AND ABILITIES 1. Must possess extensive knowledge of the principles and practices related to the overall administration of a public agency – to include personnel management, budgeting, financing, marketing, reporting, policy development and implementation, and program administration 2. Knowledge and proven ability to research, prepare applications, and secure the funding resources necessary to support Redevelopment Authority initiatives with an emphasis on HUD and housing. 3. Knowledge and ability to establish working relationships and work effectively with private businesses, engineering firms, developers, contractors, municipalities, and private and public for-profit and non-profit organizations 4. Must possess extensive knowledge regarding redevelopment, community development, housing, and economic development (including financing, design, construction, and management) 5. Must possess extensive knowledge and experience administering and maintaining compliance with all applicable local, state, and federal rules and regulations - specifically those which pertain to funding which originates from the U. S. Department of Housing and Urban Development (HUD), the U. S. Department of Agriculture (USDA), and the Pennsylvania Department of Community and Economic Development (DCED) 6. Demonstrated ability to manage all aspects of the Authority’s initiatives, taking projects from planning to implementation 7. Direct knowledge regarding the implementation of infrastructure and housing rehabilitation / construction activities 8. Must possess ability to coordinate work in conjunction with project time-frames for all Authority projects 9. Proven ability to maintain effective working relationships with local elected officials, private and public organizations, and the general public 10. Must possess and demonstrate extensive communication skills, both oral and written, in order to effectively administer the Redevelopment Authority’s initiatives and to communicate the organization’s mission, values, goals, objectives, and accomplishments 11. Must possess ability to prepare written correspondence, reports, and a variety of other documentation 12. Must be able to speak and understand the English language and to follow oral and written instructions. 13. Must possess initiative and problem solving skills. 14. Must possess ability to maintain confidentiality in regard to government information and records. 15. Must possess the technical knowledge of operating personal computers. 16. Must possess a valid Pennsylvania Drivers License and a willingness to travel as needed. 17. Must possess the ability to make independent decisions and participate as a member of the management team when circumstances warrant such action.
