This includes comprehensive programs, policies and procedures to preserve capital assets through a centralized, coordinated approach that improves the operations and maintenance of the state?s approximately 5000 buildings, comprising over 64 million square feet. This also includes the analysis of new construction, major and minor renovations, and preventive maintenance programs for all Client Agencies, review of deferred maintenance requests, building security issues, energy conservation projects, building commissioning activities, and providing guidance on environmental issues such as asbestos removal, indoor air quality concerns, and environmental conservation.
The Facilities Manager oversees building and asset management at the Springfield State Office Building (SSOB) in Springfield, the State Transportation Building (STB) in Boston, the Massachusetts Information Technology Center (MITC) in Chelsea, and, other properties as assigned. The Facilities Manager manages the contracts with building management companies for the SSOB, STB, and MITC. These buildings measure approximately 1.5 million gross square feet, including the underground garage at STB.
The Facilities Manager directly reports to the Deputy Director of OFMM. The Facility Manager oversees and evaluates contracted services at the facilities; ensure the proper assessment of the current condition of electrical, air conditioning, plumbing and other essential facilities and equipment; reviews and maintains accurate records of the condition of the equipment and other systems in the building; reviews and updates schedules of regular evaluation of the facilities.
The Facility Manager participates in the development of policies and procedures that affect the use of supplies and facilities; ensures that all the equipment and other facilities are working properly; creates monitoring systems or programs to detect problems as early as possible; initiates interventions to solve problems in the facilities; evaluates and enhances current systems for cleaning, repair and maintenance of the facilities.
The Facility Manager develops back-up or alternative systems for common problems such as power shortages; ensures the safety of the building or establishment from fire, flood or other hazards; prepares pertinent records and reports with the safety service division of the institution; maintains the efficiency and good working conditions of the facilities.
The Facility Manager evaluates the work quality of staff, contractors and other subordinates; oversees current and future repairs, renovation projects under the deferred maintenance schedule and provides technical review and recommendations for projects that are less than $2 million; works in close coordination with other divisions for projects that are in excess of $2 million. The Facility manager interfaces with the energy team to implement energy conservation measures and oversees energy conservation installations.
The Facility Manager coordinates with other offices and units for things that are not within the scope of the facilities service team and participates in preparing the budget to ensure adequate funding levels for the operation of the building(s). In addition, the Facility Manager educates the workers of the establishment on the proper use and care of its equipment and other facilities; coordinates with upper management; develops and implements procedures consistent with office and agency policies; recommends policy and program priorities; all performs all other duties as required by the position. Qualifications: MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in the particular specialty (i.e. scientific, professional, or technical). SPECIAL REQUIREMENTS: Applicants must possess current licensure and/or registration requirements established for the performance of the duties of the position. Preferred Qualifications: 10 years prior experience in real estate with 5 years in facility management.
Knowledge of budgeting for property management, familiarity with principles of asset management, analytical skills to facilitate evaluation of financial and programmatic information for decision-making, knowledge of state budgeting, procurement, and contracts, excellent written and oral communication skills.
Bachelor?s Degree in Facility Management, Business, Engineering, Real Estate or related field.
