This position serves as the Deputy Public Works Officer (DPWO) and principal civilian manager for real property, facility construction, demolition, and design, maintenance production control, acquisition planning, transportation, base operating support services ad environmental program management for a Public Works Department (PWD) serving a major naval complex in the Southwest Region.
The incumbent acts as the principal civilian executive and advisor to the commander on all aspects of the PWD operations. Participates in current and long-range planning meetings to ensure that goals and objectives are fully and effectively related. Keeps the commander, staff, and customer organizations advised and informed on all matters of importance and particularly those directed by higher authority. Renders technical advice and assistance on staff, management and operational problems. Keeps the commander informed and provides advice on PWD activities with particular attention to increasing efficiency through proper utilization of the various available resources. The incumbent will be responsible for formulating both General Fund and Navy Working Capital Fund budget requirements for the PWD, taking into account future plans, payroll management, training and other requirements; the execution of public works efforts in support of the installation and supporting commander?s mission and functions. In the absence of the PWO, the DPWO serves as acting PWO and assumes all responsibilities of the PWO. The incumbent directs, controls and coordinates all operations within the PWD by using a broad knowledge of facilities management along with years of experience working in facilities and real property management. Through subordinate supervisors, ensures the adherence of all individuals to the strictest principles of environmental issues, financial management, training, logistics, engineering, personnel administration, contracting, information systems and facilities management.
The position requires that the incumbent be a licensed professional architect or engineer. A Bachelor?s degree from and accredited college or university is required. A graduate degree in management or related field is highly desirable.
