Incumbents of positions in this series assist the manager of the section in all duties during his/her absence. Additionally, incumbents must be familiar with use of relevant materials/manuals used in traffic engineering and safety, and in MassDOT policies and procedures relative to traffic engineering and safety. In addition, incumbents of positions in this series may prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

More specifically:

Assistant State Traffic Engineer ? acts as the State Traffic Engineer in the absence of the incumbent.

Ensures that administrative functions of the section are kept current and follow MassDOT protocol.

Demonstrates high proficiency in traffic and safety engineering principles through practical work experience.

Provides guidance and develops and trains staff to provide the engineering supervisors and senior engineers of tomorrow.

Ensures MassDOT traffic and safety engineering procedures use current information and up-to-date methodology by tracking national trends and maintaining contracts with FHWA and peers in other states.

Participates with other Managers on ensuring Traffic Engineering operates efficiently and according to MassDOT guidelines and procedures.

Serves as manager of Project Review, Signs and Pavement Markings Unit.

Prepare formal response letters for correspondence sent into MassDOT regarding issues related to traffic engineering and safety.

Provides direction on MassDOT Advertising Schedule project review priorities to immediate staff.

Review all letters and technical memoranda for project review staff to ensure overall quality and technical merit.

Review Sign?s Pavement Marking SOP?s, Guidelines and Specifications and update as necessary.

Coordinates activities with FHWA on signage and pavement markings pertaining to Interstate Highways & Freeways.

Ensures that all contracts administered by traffic engineering and safety are accurate and processed efficiently.

Oversee the sign logo and TOD programs and ensure that they operate effectively.

Oversee the management of traffic for limited access State Highways and ensure that the Work Zone Safety & Mobility Rule is implemented into standard practice.

Review and develop specifications and standard provisions related to pavement markings and traffic sign sheeting.

Qualifications:
Minimum Entrance Requirements: Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience, and the substitutions below.

Substitutions:

I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
Preferred Qualifications:
In addition to meeting the minimum entrance requirements for this position, it is desirable that the selected applicant possess the following:

Knowledge of the principles and practices of civil and traffic engineering and highway safety.

Knowledge of the terminology and standard abbreviations used in civil and traffic engineering and highway safety.

Knowledge of the types and skill in the uses of programs and equipment used in civil and traffic engineering and highway safety.

Knowledge of the Massachusetts Management Accounting and Reporting System (MMARS) and the Commonwealth Procurement and Solicitation System (CommPASS).

Knowledge of elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus.

Knowledge of the standard procedures for taking field notes in connection with engineering field work.

Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities and in connection with the construction, operation and maintenance of highways, bridges, buildings, etc.

Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates? training needs and providing or arranging for such training; motivating subordinates? to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

Knowledge of the principles, practices and techniques of supervision.

Ability to determine proper format and procedure for assembling information.

Ability to accomplish work objectives when few precedents or guidelines are available.

Ability to plan, assign and coordinate work for others.
